Good web design for me means that a website not only looks good but works with the design. Good design looks good, it has good fonts, pictures, videos, and more interactive things. If it works good that means the links go to the correct page. Good design is interactive, memorable, and simple.
Good design, as on a webpage or a blog is, I think, where you make a rule for design -- any rule, and there is no limit to the amount of these rules -- and follow it and stick to it while designing.

Take for example the people who made the Call of Duty series they all worked really hard and i know a lot of people who are in love with that series. Ipad is another great example, people use ipads a lot and it has helped my dad a lot with him being a tech guy

I think that a good design will attract someone and make then want to use that product or read an add. For me, I like busy designs that are colorful and flow together.

Good design determines whether you are catchy or just something to take a glance. So i think that every designer has to think two times on things, and also good design to me is creative but not over the top because you have to limit your options. It's not bout the quantity it's about the quality.
